AN UPDATE FROM THE TRANSPORTATION DEPARTMENT SHOWS A HUGE GAP IN FUNDING.
AT THE CURRENT LEVEL, THE PROBLEM IS ONLY GOING TO GET WORSE BUT RECENT EFFORTS TO RAISE MONEY FOR ROADS AND TRANSIT, AN ALTERNATIVE TO DRIVING, FAILED AT THE BALLOT BOX, LEAVING THE CITY WITH A GAP IN FUNDING FOR CRITICAL INFRASTRUCTURE.

DON'T HAVE THE DENSITY AND THAT THE TAX BASE PER SQUARE FOOTAGE OF ROAD TO BE ABLE TO MAINTAIN IT WELL.
>> Reporter: SAN DIEGO HAS THE SECOND LARGEST NETWORK OF ROADS IN CALIFORNIA.
THE TRANSPORTATION DEPARTMENT SAYS IT NEEDS $1.8 BILLION OVER THE NEXT 10 YEARS TO KEEP THEM IN AN ACCEPTABLE CONDITION.
>> MULTIPLE TIMES DURING THE BUDGET PROCESS, FIXING ROADS WAS A PRIORITY.
>> PAYMENTS STAYING FOCUSED ON THE FUNDAMENTALS.
KEEPING YOU SAFE.
FIXING ROADS AND SIDEWALKS.
REDUCING HOMELESSNESS AND BUILDING MORE HOMES.
DESPITE RECENT BUDGETS HAVE BEEN FAR SHORT OF WHAT THE TRANSPORTATION DEPARTMENT SAYS IT NEEDS.
THE LONG-TERM EFFECT IS A RAPIDLY DETERIORATING NETWORK THAT WILL ONLY COST MORE TO FIX IN THE FUTURE.
USD PROFESSOR AND PLANNING DIRECTOR BILL FULTON SAID THE PROBLEM STARTS WITH THE CITY'S LOW-DENSITY NEIGHBORHOODS.
>> WHEN YOU HAVE A SPRAWLING CITY, THE MATH DOESN'T ADD UP BETWEEN THE AMOUNT OF TAX REVENUE COMING IN AND THE AMOUNT OF MONEY THAT HAS TO GO OUT THE DOOR FOR SERVICES.
>> ACCORDING TO SHANE PHYLLIS WITH THE USC SCHOOL OF PUBLIC AFFAIRS, CALIFORNIA'S PROP 13 WHICH LIMITS THE PROPERTY TAX REVENUE IT CAN COLLECT ONLY COMPOUNDS THE ISSUE.
>> WE JUST MADE THE MOST FAIR AND EFFICIENT FORMS OF RAISING REVENUE TO FUND THESE KINDS OF SERVICES AND INFRASTRUCTURE.
WE MADE IT ILLEGAL OR EXTREMELY UNEQUAL, AND REALLY NEUTERED IT IN A LOT OF WAYS SO WE ENDED UP HAVING TO FIND OTHER ROUTES WITH SALES TAXES AND INCOME TAXES.
>> THAT IS WHAT SAN DIEGO TRIED TO DO WITH BALLOT MEASURES THAT FELT BY LESS THAN 1% IN 2024.
MEASURE E WOULD'VE RAISED 4 MILLION A YEAR FOR ROAD REPAIRS.
MEASURE G WOULD AFRAID -- RAISED 300 MILLION ANNUALLY FOR TRAFFIC CONGESTION.
>> I THINK SAN DIEGO'S TOLERANCE FOR MORE TEXAS IS PRETTY LOW.
>> MANY SAN DIEGO'S DON'T HAVE RELIABLE ALTERNATIVES TO DRIVING.
A GRAND JURY REPORT ON THE CITY AS WELL SHORT OF HOLDING BICYCLE AND RESEARCHER TO ENCOURAGE WRITERS.
THE TRANSPORTATION AGENCY IS FACING A BUDGET DEFICIT THAT THAT HAS THEM RAISING FARES AND LOOKING AT THEIR OWN BALLOT MEASURE.
SO WHAT CAN BE DONE?
>> THERE IS NO FAST SOLUTION TO THIS.
IT REQUIRES PEOPLE GETTING AROUND, FINDING MONEY TO TIDE YOU OVER, AND FUNDAMENTALLY RETHINKING HOW WE PAY FOR THESE THINGS.

>> WE ARE NOT TALKING HIGH-RISE HOUSING NECESSARILY.
JUST DENSER THAN FIVE HOMES IN A OR SOMETHING LIKE THAT THAT YOU WILL OFTEN SEE IN SUBURBS.

>> I THINK WHAT PEOPLE DON'T REALIZE IS DENSE AREAS OF THE CITY SUCH AS DOWNTOWN, SUCH AS UTC, SUCH AS HILLCREST, ACTUALLY SUBSIDIZE THE LOW DENSITY SINGLE-FAMILY SUBURBS.

NO TRANS-RACERS WERE TURNED AWAY IN THE RACE IN APRIL AND SUPPORTERS OF USA CYCLING SAID THEY JUST WANT MORE OPPORTUNITIES TO TAKE PART IN THE NATIONAL COMPETITIVE CIRCUITS.
ON SUNDAY, THE NONPROFIT VELODROME ASSOCIATION HAD A MEETING OF ITS BOARD OF DIRECTORS.
A MOTION TO CONTINUE HOSTING USA CYCLING RACES FAILED.
THAT MEANS THOSE RACES ARE FINISHED AT THE VELODROME, AT LEAST THROUGH THE END OF THE YEAR.
ONE VELODROME MEMBER TOLD ME, HE'S PLEASED WITH THE OUTCOME.

THE SEABEES, THE CONSTRUCTION CREW OF THE NAVY, THEY ARE TRULY BUILDING THE COURSE WITH US.
>> NORMAL NAVY BUSINESS CONTINUES ELSEWHERE ON BASE BUT YOU CAN'T MISS THE TRANSFORMATION FROM THEIR STATION TO RACE TRACK.
>> THE LIEUTENANT SAID YOU GUYS DID SUCH A GREAT JOB OF PAVING THAT NOW WE HAVE SAILORS THINKING THEY ARE DRIVING THE NASCAR TRACK AND SPEEDING THROUGH THAT AREA.
SO I THINK MAYBE OUR TEAM DID TOO GOOD OF A JOB.

WOMEN IN AVIATION ONLY MAKE UP 10% OF ALL PILOTS AND AS AN 18- YEAR-OLD WITH A PRIVATE PILOT LICENSE AND AN INSTRUMENT RATING, THAT PERCENTAGE SHRINKS EVEN SMALLER, SO, WE ARE USED TO WORKING ON BEING THE BEST WE CAN BE AS WOMEN.
FEELING THE NEED TO PROVE OURSELVES THAT WE BELONG IN THIS SPACE, WE ARE USED TO WORKING WITH EACH OTHER AND THAT'S WHY I THINK OUR SUPPORT GROUPS ARE SO TIGHTKNIT, ESPECIALLY AS WOMEN, WE WANT TO SEE EACH OTHER SUCCEED, AND WE WANT TO HELP EVERYBODY.
AND I THINK THAT'S WHAT MAKES WOMEN IN AVIATION SO GREAT.
>> THE 99 IS AN ORGANIZATION OF WOMEN THAT WAS FORMED.
IN THE AREA EARHART WAS ONE OF THE FOUNDING MEMBERS.
THERE WERE 99 WOMEN IN A HANKER NOT UNLIKE THIS ANGER.
IT WAS AN ORGANIZATION OF WOMEN PILOTS DESIGNED TO SUPPORT EACH OTHER BECAUSE THEY WERE SO FEW WOMEN PILOTS AT THAT TIME.
>> SAID THIS IS THAT 99th PINS.
THESE WERE MY WINGS FOR WHEN I GOT MY FIRST SOLO DONE AND MY PRIVATE PILOT CERTIFICATE, AND THEN THIS AS WELL IS A SYMBOL OF THE 99.
>> WOMEN IN AVIATION AND THE 99 HAVE BEEN GREAT, GREAT GROUPS, AND I'VE ALSO USED MY AVIATION KNOWLEDGE AND EXPERIENCE TO BUILD AND AVIATION CLUB AT SCRIPPS RANCH HIGH SCHOOL.
IT'S REALLY UP TO WHAT YOU LIKE.
I FEEL LIKE THERE ARE A LOT MORE PATHWAYS THAT ARE NORMALIZED FOR AIRLINE PILOTING SPECIFICALLY.
I THINK THAT IS THE FUNNEL MOST SCHOOLS WILL LEAD YOU TO AND THAT'S THE MOST COMMON PILOT WE SEE.
THE PUBLIC INTERACTS WITH CAPTAINS AND FIRST OFFICERS MORE THAN THEY DO ANY OTHER SORT OF PILOT I WOULD SAY.
>> AND CHARLOTTE PRODUCED THAT STORY.
SHE INTRODUCES US TO AN ATHLETE THAT IS BREAKING BARRIERS IN AVIATION.
